The First Steps of Customs Clearance – Applying for a VPID/EORI Number

In our article series, we guide you through the steps necessary for an economic operator or a private individual to independently carry out the customs clearance of goods under a standard procedure – from obtaining the required identifiers and permits to completing the necessary documents.

What is the VPID Number?
The VPID number (Customs Identification Number) is a 12-character national identifier assigned by the Hungarian Tax Authority (NAV) to all natural and legal persons involved in customs procedures. Possessing a VPID number is an essential requirement for any customs procedure, whether it concerns import, export, or transit activities.

The issuance of a VPID number automatically generates an EORI number – the latter is valid across the entire European Union. Therefore, once you have successfully applied for the VPID number, your EORI number is automatically created in the NAV system, and there is no need to apply for it separately.

What is the EORI Number?
The EORI number (Economic Operators Registration and Identification number) is a mandatory identifier within the EU’s customs union system. Every economic operator (and in some cases, private individuals) involved in customs procedures within the European Union must have an EORI number.

How is the EORI Number Requested?
Good news: once you have a valid VPID number, you no longer need to separately apply for an EORI number.
The EORI number is automatically generated at the same time as the VPID number and can be retrieved from the NAV client system. This applies to both private individuals and economic operators.

Retrieving the EORI number:

  • By logging in through the NAV Customer Portal or ONYA system (using KAÜ / client gate authentication)
  • Through the EU public EORI database search

How to Apply for a VPID Number?
The application for a VPID number can be submitted through the Hungarian client portal ("ügyfélkapu"). Private individuals can use the ONYA system, while economic operators must use the ÁNYK system.

Private individuals can apply for a VPID number by filling out the following forms:

  • 25T34 Notification and change notification form for issuing the tax identification number, customs ID number, correcting data discrepancies, and reporting mailing addresses (can also be managed through ONYA)
  • 25T101 Notification and change notification form for individuals required to obtain a tax number who are not listed in the individual entrepreneurs' register
  • 25T101E Notification and change notification form for individuals listed in the individual entrepreneurs' register

As an economic operator:

  • 25T201 Notification and change notification form for legal persons not required to register with the court, nonprofit organizations (except for officially registered civil organizations), foreign enterprises, joint ownership communities, trust assets, and tax groups
  • 25T201T  Notification and change notification form for organizations and individual companies required to register with the court          
  • 25T201CSZ Notification and change notification form for court-registered (civil) organizations

Retrieving the VPID Number
There are several ways to retrieve the VPID number:

  • Through the ONYA portal after logging in
  • Via the NAV customer interface system
  • From previously issued NAV notifications

Important: Once the VPID number has been issued, the corresponding EORI number is also valid and appears in the EU database.

Required Documents
For private individuals:

  • Identity card and address card
  • Tax identification card

For economic operators:

  • Court registration document (no older than 30 days)
  • Contract verifying the existence of a domestic bank account
  • Signature specimen
  • Authorization if acting on behalf of the operator
