The EMCS Comm application provided by Régens - using the electronic data connection provided by NAV - offers a solution for transmitting excise records data in the appropriate format and for processing the response messages received i.e. administration of the full supply process and compliance with the declaration obligation. EMCS (Excise Movement and Control System) is a computer system available in EU member states whose purpose is to supervise, monitor and thereby control the route of excise goods supplied inside the EU and nationally with tax suspended.

The application is available as part of integration with the Custom[R]s Excise module; based on this, our clients can automate compliance with their declaration obligations.

The sending operator enters and electronically sends the shipment data (e-TKO draft)

If data content is correct, the customs authority accepts the document and authenticates it, giving it an ID (AHK), and returns it to the operator. It is important that the AHK ID number issued by the authority accompanies the shipment, as it is the basis for monitoring the route of the shipment!

After launching the shipment, the authority – also through the EMCS system – notifies the recipient member state’s authority and the recipient operator about the planned time and type of excise duty to arrive.
